Overwhelmed and not getting results; and is listening to music good or bad?

My son, who is a visual learner, tends to do well in class but has difficulty with quizzes and tests. He gets study guides but doesn't really put down all the information he needs to study. He feels overwhelmed with all the information he has to fill in. His studying consists of reading over what he's written several times.
